Roadside Puppy Sales Continue - Ordinance Takes Effect Today

Here in Lewisville, our City Council recently passed a new animal ordinance which among other things banned the roadside sales of animals. One of the big problems with this kind of thing is the safety issue, but another thing is that it promotes an irresponsible industry that ultimately harms society.

Here on February 14th, weeks after the ordinance passed, is yet another roadside puppy sale:



Due to timing issues, the ordinance will not take effect until February 16th, though the city originally had said February 9th.

The ordinance allows an exception where properties are "certified to sell animals". I was on my way to a meeting, so I didn't ask to see a permit, but I would think it's safe to assume that the government doesn't issue permits for an address like "grassy area alongside the intersection of I-35 and 3040".

So here's my rant on this: Normally I don't care too much what people choose to do with their money. But buying a pet is not something that needs to be an impulse decision based on a drive-by. When people do that, and they're not prepared to be pet owners, they place a burden on not only the animals who often suffer, or eventually get euthanized, but on the rest of us taxpayers who must pay for animal services.

Controlling the pet population is important. Please be a responsible pet owner:
- Adopt a pet through a rescue or animal shelter. These are some of the most loving animals you will ever have.
- Have your pet spayed or neutered.
- Vaccinate your pet, and pay for registration tags.

I wanted to post a comment in rebuttal to the editor on their "just for show" comment about the new city ordinance prohibiting the public sales of animals or pets. The ordinance does not go into effect until February 16, not February 9 as the website indicates. There was a timing issue with regard to the public notice of the new ordinance that caused its effective date to change. I regret any confusion caused by the differences in the two dates.

Thanks for that clarification, Chief. I was concerned that either there was a loophole, or that it wasn't an enforcement priority.

Do you know if the city has contacted any of the vendors to let them know about the new ordinance?

In an effort to provide additional information, there are a couple of existing permits to sell animals on the roadway that are considered "grandfathered" as they were issued prior to the new ordinance going into effect. The locations and dates of expiration are as follows:

220 E FM 3040 (Arby's) - Jeff York - expires 02/26/2009

2397 S I-35E #B (Vitamin Shop) - Bobby Goodwin - expires 03/21/2009

Those persons selling other than the two permit holders listed above will be dealt with under the new ordinance. I hope this information helps with creating a better understanding of the new ordinance and its implementation.

I was shocked today after leaving a local

Lowes, to see not only one but 4 people at

roadside selling puppies!It's 3pm here in San

Antonio and 101 degrees!These pups had no shade

and no water!I stuck around and harassed them

and any one stopping,till they finally gave up and

left.What can be done? The police say they shut

them down but they just set up elsewhere.Can the

people buying not SEE that these poor animals are

in distress?Perhaps fining the people BUYING these

pups should be fined also.Any info on how I can

help would be deeply appreciated!!!!

I'm sorry to hear that. I really dislike puppy mills. it seems to me like your police have their hands tied because they lack the proper ordinance. You should contact your City Council and ask them to pass an ordinance with some real teeth and fines up to $2,000 per occurrence.

Ask your city council member if they will look at the ordinance we just passed in Lewisville.
